Sliced: GKS Supports Capital Mobilization & Market Readiness for Liberia’s Carbon Markets Authority

The Carbon Markets Authority (CMA) of the Government of the Republic of Liberia has appointed Gordian Knot Strategies, LLC (GKS) as its international capital mobilization partner and technical advisor to support the development and operationalization of Liberia’s national carbon market framework.
The appointment represents a concrete step by the Government of Liberia to establish a credible, high-integrity institutional foundation for the country’s emerging carbon market. Through this engagement, the CMA will work with GKS to engage international philanthropic, development finance, and climate-aligned funding partners, while also drawing on GKS’s technical expertise to support the design of robust governance, market infrastructure, and operational systems.
GKS is a climate finance and carbon markets advisory firm with deep expertise in carbon mechanism design, market architecture, and international climate finance. The firm has advised governments and development finance institutions across Africa, the Americas, and Europe on the design and implementation of high-integrity carbon market systems.
Under the engagement, GKS will support the CMA in structuring and coordinating a fundraising initiative to attract international support for CMA-approved systems, programs, and market infrastructure. In parallel, GKS will provide technical advisory support to assist the CMA in developing governance frameworks, institutional arrangements, registry and MRV systems, and other core elements required for market readiness and integrity. All funding under this initiative will be structured on a grant or concessional basis, with no debt sought and no sovereign guarantees required.

The initiative builds on Liberia’s growing leadership in African carbon market development. This momentum was formalized through Executive Order No. 155 in 2025, which established the Carbon Markets Authority and provides a clear legal and institutional mandate for national market oversight.
Against this backdrop, Liberia’s CMA is positioned to emerge as a flagship institution demonstrating how strong governance, robust safeguards, and strategic international partnerships can align climate finance with national development priorities.
